My Lord,

I have the honour to acknowledge the receipt of Your Lordship's despatch No. 300 of the 1st of October, 1930, regarding the claims of the British section of the Kowloon-Canton Railway in respect of suspension of through traffic and to state that it would in my opinion be highly inadvisable to suggest to the Chinese Authorities any revision of the working agreement with a view to putting the liability for such losses on a more definite footing. For on the one hand even if the Chinese Government were ready to admit the possibility of further losses of control over the territory between our frontier and Canton it is most improbable that they would agree to any liability for compensation in such circumstances and, on the other, the first step which the Chinese side would demand would be a revision of the ratio of 65: 35 by which the
